Problem with Tab Control in VB 2008 Express

Question

Hello all.  I'm a beginner, so hopefully this is an easy one.
I'm having a problem with the Tab control in VB 2008 Express and I can't seem to figure out what the issue is.  When I attempt to add elements (labels, text boxes, check boxes, etc.) to any tab other than the first tab, it "passes through" the tabs back to the first tab.  Occassionally it takes on the intended tab and then later passes to the first tab, but more often it goes directly to the first tab.  I don't get it.
I really appreciate any guidance you have to offer.
