Problem with Csharpo and sound cards

Hello

I am a beginner in Csharp, I'd like to know how to handle multiple sound cards (both input and output), more clearly how can I select a sound card among those I have using Csharp,I want to select out the sound of the selected sound card or to enter the sound using a microphone, a sound card should be able to enter and leave the sound Because I'm programming an alarm system.
when I want to spread a message the program must be capable of directing sound to the sound card which is the area I want to spread my message
I need your help please
