Possible Offline Storage in Windows Phone 8 or 8.1

is there any possible offline storage possible in Windows Phone 8, for developing. I have the task to save any file in the Windows Phone 8 or 8.1 Offline Storage media? Is this possible?
If possible which way have to follow?
