Plesk API Upload

Question

Hello all,
I am self taught on VB as more of a hobby than anything else, I know enough to get things done.
But now I am stuck. I am now creating a DotNetNuke module that will create a Plesk customer.  To do this I need to create an XML doc with the new clients details, I have this working 100%.  I then need to up load that to the Plesk server.  I have a sample from the PLESK website, it can be found here http://download1.parallels.com/Plesk/PPP9/Doc/en-US/plesk-9.3-api-rpc-guide/54000.htm. 
But to be very honest with you, I have no idea what to do with this code, do I take this code and paste it into a class file, if so I am assuming it is only one file, and how do I refference it to up load the XML file.
Can some one please lend me a hand and help me get this sorted out, because the PLESK forums are not helping me at all with this particular problem
