Oracle issue - 64-bit and 32-bit -IMP - PLZZZ HELP

Dear all,
My machine is 64-bit Windows 7 with 8GB RAM.
I have installed Oracle 11g Client - both 32-bit and 64-bit.
I am using SQLDeveloper to connect to the client.
Toad is not working - Error - "Cannot load oci.dll file" - I checked in BIN Folder - FIle is there.
My Queries are -
1. My portal has backend as Oracle. WHen I run it on my machine to debug, it gives error -
BadImageFormatException. This will occur when running in 64 bit mode with the 32 bit Oracle client components installed
Exact Error Message -
Attempt to load Oracle client libraries threw BadImageFormatException. This problem will occur when running in 64 bit mode with the 32 bit Oracle client components installed.
How to solve this ?
2.In SQLDeveloper - How to find which client the SQLDEveloper has connected to.
3. TOAD - From where to download TOAD That is compatible with Oracle 11g client.
