ORA-02069 global_names parameter must be set to TRUE

Question

Hi Friends...,
            Am Getting the Following Error When am linking One Database to Another Database
 "ORA-02069 global_names parameter must be set to TRUE for this operation".
Previously there is no Problem but From Past two days am getting Error i've googled and found Some Solutions,Solution is Below
                        

ALTER SESSION SET GLOBAL_NAMES = TRUE;

After implementing that also error had not Resolved Yet Please give the Solution ASAP
