Option getting unlocked after refreshed the page

Hi,

some option getting unlocked after refreshed the page.

Following is UI-

 

based on public entity selection option 8 and 10 is getting blocked.

 

after clicking Save Draft button.

 

these option is getting unlocked and value get clear.
