Is it Possible to create an Operating System using C#.Net?...

Is it Possible to create an OS which is very similar to Windows XP with following features.
 
  • Basic Operations
  • Registry Settings
  • Windows Services
  • Adding Any Hardware
  • Installing Any Software
  • All Network Operations
  • Games Support
