Open source CMS or build my own web application.

Hello,
I'm not sure if it's the correct forum I'm posting, but I'm looking for an advice about a project I'm thinking to start.
In general, the project is a web application for a community, where a user can post photos and other users can rate his post. If the post get points from other users, then the user gets points. Based on points, people can select best photographers (users with highest points)/ or best photos.
With the photo, the user will have to enter some other details.
The question is to go with an open source CMS or to create my own web application?
The pros with the ready CMS is that i can have a nice website up and running a lot of faster. The problem is that, from what I've seen, I don't know if it meets my needs.
The pros with my own application is that I can build the application and database exactly as I need but it would take time, and I'm a little concerned about security issues.
That's my thoughts, I would appreciate any kind of advice.
