open a specfic topic with .chm files

Question

I am unable to open a specific topic from .chm files. when I run the application on the development machine then i am able to open a specific topic.But accessing the same url from other machine i am getting access denied error. I am using the following line to open the page onclick="window.open('ms-its:C:\\help\AOCHelp.chm::/Topic1.htm')"
