Not getting value from My.Settings file

Question

In my project , i have a library and in settings tab i have defined some values , now as per the requirement i have merged some new code in that and replaced the settings file , now when i am trying to access the values defined in the setting tab , i am not getting it. 

What can be the reason for this ?

Please give useful suggestion.
