Need Help In Menu Control

Hi All,

Need your suggestions whether the below menu can be implemented or not, Cause our designers who design the html for us are telling that this can't be done. 

So Guys need your inputs if yes then it will be more helpfull if u can give any give us any link whether the same is implemented in some website so i can tell our designers.

Waiting your suggestions
