mscorcfg.msc missing

Please i have windows vista and working with VS 2008 and i need to work in CAS by mscorcfg.msc but i can not found it, i search it in "%WinDir%\Microsoft.NET\Framework\v2.0.50727\mscorcfg.msc" and the file is missing, i tried to setup SDK but it does not work to
please i need help.
