MS Word Spelling Check on WEB form

The following code is a C# Window using word spell check application and it works. Based on the same code, I created a web app but it did not work properly for poping up word spell check. It seems that I need to do something to make the doc.CheckSpelling() method working through browser. I have tried to lower the security setting on IE browser but it is still not poping up the word spelling check window. May be web app read the word registry differently. Not sure if Active X is the issue here. Can someone help me on this? THanks!
