MPEG-2 Encoder

Question

Hi folks i am trying to write a pice of software that would take a few jpg files and make a MPEG2 file out of them.

I dont seam able to find a component that till encode my jpg's into MPEGS's. Will i have to write my own encoder or can nayone here point me in the direction of a peice of source code or a componet that would allow me to do such a task.
