Moving of text with in the box reg

i need to develop the box in which the text must be scrolling in it den if we kept move over that text and click den it must be go to necessary page wer the details are resembled


for example open http://www.annauniv.edu/ in which tabs of what's new and results and schedule tab


i need some regarding this......!
