Migrating an intranet web siye into Sharepoint 2016

My company has an internal portal web site which is used for internal work and proceedings. I have been asked to migrate the site into Sharepoint 2016 from where users could use it. Having not been exposed to the internal workings of Sharepoint before, and of course never having done this before, I would like to ask if anyone knows how to best do this. Suggestions already put forward are (1) create a document library and import the files into there? (2) Use Sharepoint designer 2013 even though it does not appear to come with Sharepoint 2016. I tried downloading and launching the application but got no joy. I got a message that designer could not be installed because it found Microsoft Office Access database engine 2007 on my machine. I would have to uninstall Office. I don't want to do that. (3) Use the Export-SPWeb and Import-SPWebcommands to do this. So what is the best or logical way? I would love some feedback. Thanks so much.
