Merging or Binding a PDF file to PDF extract

Hi All,
I'm new to this forum and is not a techi :(
I need some advise so that I can check with my Dev team on an enhancement.
Current process is that we generate a PDF report and share it with a print vendor for printing. Currently our PDF extract has two components,
1. Generic - Client specific
2. Data derived from the DB.
Once we generate the documents and if the client wants us to make some changes in the generic pages, we have to regenerate the entire set of documents which is resource intensive and affects SLAs.
In this scenario,
>> Is it possible to have the generic part as an attachment in DB and attach it to the derived data when we send it to the print vendor.
With this process, we need not wait for the client to provide the generic data instead we can go ahead and work on the DB data verification. Once it is good to go, we can attach this generic data and send it to the print vendor as a single document.
Print vendor is not comfortable with merging two files and printing it as a single document. Please accept my sincere apologies if the scenario explained is not clear, will respond to the questions posted clearly.
