manage copy (or download)files

hi all,

i have a computer connect to internet.this computer for several users.users create and download files in all drives(c,d,e,...).

i want users can not create files in each drive they want.

i want users can create their files in path i am determined otherwise show error!!

excuse me i do not know English well !!

please help me....
