making dictionary in c#

Hi to all. 
 How we can make a words meanings dictionary in the c#?that dictionary that are today uses in the mobiles,smartphones and PC's etc.
in this dictionary only we can search for a word at its meaning.after completion how the dictionary will look likes book?.
