Making a RadarScope

Question

Im trying to make a radar scope similar to http://www.metacraft.com/VRC and http://www.ivao.aero/softdev/ivac . I dont know where to begin, is it OpenGL? DirectX? whats good book to read? etc Please any help would be greatly appreciated
