Make Phone Call Using PC

Question

I want to develope Excel Sheet Calling Applicatin in which i take list of phone no from excel sheet and call them..Is it possible ..Please  Give me any useful link about all detaials also souce code link..  I want to know How to  make phone call using PC ..is any Gateway or  hardware Devices is needed .. Please Help me...Thanks in advance.....
