Make browser icon blink if new row effected of sql table

Question

Hi Everyone,

 

I'm working on a simple chat application  everything is working fine in my chat Now i want to add one more feature in my chat i want to make browser icon bliking if any new message comes.i am using ajax  in dotnet for updating new message in user screen and sql server for storing chat .please help me . i am not using signal r so please avoid signal r.
