LSTV Object in a Panel displays scroll bars but don't work

Question

I have a listview object that resides inside a panel.  The lstv is dock set to FILL the panel.  When the listview gets too long for the panel, the vertical scroll bar appears as expected, but when I click the scroll bar to move up or down, it is like it is deactivated.  I am stumped.  It looks fine, but does nothing!
