Linking Parameter Fields Between Reports

Hello,
I am trying to see if it is possible for the parameter field of one report can 'talk to' a parameter field in another report. I know that cascading parameters can be done, but this goes a little beyond that. Let's say you have a parameter for a 'City' field and you choose "Philadelphia" from the drop list. Can this city value be 'passed through' into another report's parameter field value, and if so, how? When opening the second report I am looking for its parameter field (also for City) to already contain the value of "Philadelphia."
I know that there is not a basic, built-in approach to this, but could there be a programmatic one? Can a formula accomplish this? A custom function?
