Language translation other than English

Hi Team

 

I have an idea kind like of a prototype, Is it possible to teach programming other than english? If so are there any web application sample that does this either in Java, Angular/TypeScript, C#, Django? Reason being i know google has some local API for translation esp in SA, but i want to write a web based that can does this.
