Issue with debugging activeX

Hello.
Your help is very much appreciated.
I created an activeX control in VS 2005 ,packaged is as a cab file and used a certificate to sign the code.
When trying to install it on one of our network computers – IE does not give an 'install' option and consequently does not install the activeX.
To find out the source of this issue - – I am trying to view the file ?CodeDownloadErrorLog!name={89651651-54156-6515-5651….} (IE generates it automatically after the 'error' occurs), But it won't let me open the file or copy it to another location to view it.
Any ideas?
