Is there a way you can change region based one reside?

I am creating a data lake storage, but i want to ask. Is there a way it can be changed as per your current location? eg. South Africa North. From the list its only 3 region.ie. Central US, West US. Does this happens only on trial subscription only or to any plan? I need some clarity, because all of resources when i do create. Shows from that region.

 

Even via code sample is this can be achieved?
