IS IT POSSIBLE TO DRAG AND DROP .NET CONTROLS AT RUN TIME BY THE END USER

hi

in my application i wanted the end user can drag and drop the windows form controls and design during run time. how it is possible to add windows form controls  to the applications. through programatically adding at run time is possible but the end user cant change the position and all for that.so how can we achieve this
