Internet speed / download speed / upload speed

Question

I know what is meant by download speed and upload speed.

I wish to whether Internet speed means surfing speed. That means how fast you can get information from the remote site. When it comes to Internet speed, many times it is talk about download speed and upload speed. I do not know why. Anyone knows please explain the reason. I rarely do downloads and do not do upload at all.

Is there any authentic site to measure Internet speed I mean not measuring download speed or upload speed.
