Installer re-installs too much

As part of the installation process, a text configuration file is copied to the application folder. If the file is delete or renamed by the user, Windows intaller tries to reinstall the file. This is an optional file that some users may want to rename or delete. Is there a way to prevent Windows installer from trying to reinstall the original file?
