installed program does not work inspite of built project + C#.NETinstalled program does not work inspite of built project

Question

We have a C#.NET application which has been designed to serve 2 types of users those who reside in our intranet and those reside out of. the difference between these is determined using a .XML configuration file which is adjusted depend on each user and while installation is packed with their setup files. our problem is that during tests, our built project works while our installed program which has been made using VS2008 set up and deploy projects does 'nt works and while clicking it does 'nt show anything. the other similar problem which we are faced by is that composition of, or each of built project or installed program only is run once. please help me to distribute result of our yearly endeavors and trial to making this project.
