Inst count only approve

Hi

        I having one table in that mutiple  institute each institute 136 drugs  and district code for every district some institute and one columns is approve each drug now what i want approve institute count in this one instite some drugs not approved means need to show not approved only 136 drugs approve means that institute approve count display and not approved instcount need to disply need to display approve inst count district wise any body help for this query example selsect count(instid), case (approve)= group by dcode like that
