I want to build a cloud based SAS application

Question

I have a project of cloud based SAS application in which there is lot of business complex work flows , and the system should also contain very sensitive information like payment gateway integration and ten - twelve thrid party API with local systems , I have chosen asp.net mvc , i also have to developed native android app, my team chosen angular js 1.8 and mvc with sql server as DB, they are using ado.net instead of entity framework they are saying that ado.net is father than entity framework , can someone guide me what are the major part i should consider for this project like its performance should be faster in web and mobile both also can you define entity framework is best or ado.net is best , application scope is very braod and it is process oriented !
