Httpwebresponse Getresponse method error

Question

hi friends, I am getting error in the following line response=(Httpwebresponse)request.GetResponse() The error is remote server connection refused.I am not getting null response from webservice to check that and do other operations.In online it is showing blank page. How to handle this error and to run other services or redirect to other page..etc.
