In my mvc application, i used "ul","li" for display menu in Layout.cshtml page.

How will i get the "li" value in Home controller

Application Registration

Payment Letter

Issue Of NOC

Regretted Application
- Re-submit Earlier Regretted Appl.
- CFC Handover Regretted Application

Account
- Receive Payment
- CFC Handover Regretted Application

Reports
- Daily Report
- CFC Handover Regretted Application

I think you can do something like below? I'm not sure how your project being structured but the ViewBag.UserLogin / "Account" can be replace by a model, session object, etc...
or if HttpContext.Current.User.IsInRole("Account") ... I would suggest try with the simplest approach first.
@if (ViewBag.UserLogin == "Account")

i want these values because i want to hide/show my "li" menu for different user login.
for example, if account user login i want to show only "Account " tab. and for other user login i want to show all the tabs except "Account " tab.

If you want some control value in controller you need to use form tag but with form tag you can only get control value not li value.
you can use a trick if you are submit your form using ajax post.

1) On form button click call a method where you have ajax post call.
2) on button click get li value and put in object like.
3) In controller post method add a property with same name in model.

                     liValue : $('li.active').attr('Id'),
                     // add other fields here
                  };

   $.ajax({
               type: "POST",
               contentType: "application/json; charset=utf-8",
               url: "/Home/Index",
