How to use anchor tag in MVC

Hi

Im a new to MVC Pattern, if anyone knows how to use anchor tag in MVC

i want to call the script in onclick anchor tag that opens the sample page

for eg:
<A HREF="#" class="address" onclick="return open_popup('sample.php')" ></A>
