how to upload/download file using ftp or MS SQL in C#?

Question

hi all, i doing smart device application for PPC handheld, i want to have a function that allow user to upload and download file such as .doc .ppt thru this application .. can i know how i going to do this ? i dont plan to use web services.. can we do it in FTP or using Microsoft SQL server 2000 can somebody show me the coding ?? thanks all ! appreciate it !
