How to tranfer an attachments data via a web service C#

No, I'm currently developing the plugin, I take a selected mails from my plug-in, I saved its attachments on such a directory on my hard drive, so I would like to transfer these attachments in a web application wich receive FILE data. This transfer will be done via a web service c#
