How to set a web page as home page for temporary basis.

Question

Hi, i have a webpage (may be html or aspx) what i want is that when someone open his browser first time in 24hr then my webpage should be open and when is open the browser 2 time onwards than his setted webpage should open.
I want to give this kind of facility to users.
