How to send push notification for particular section of webs

Question

I am creating website for an institute having separate sections like school,College,Masters degree college etc.
I want to send push notification for particular section like only for school or college or all at a time.
I want to send these push notification from windows azure to ios,android and Windows phone device.
Can any one help me to achieve it?
