How to rotate a PictureBox in the Design view?

Question

How to rotate a PictureBox in the Design view? Say; create a user control with a image inside a PictureBox. so, when it is drag and drop to the Form i need to rotate it! when do this..resize is already possible...but what i want is to rotate the picturebox
