how to restart app pool without modify the web.config file f

Question

Dear Sir,

 

I have an one page. The controls are generated from the table for that page. When user is logined the page' controls is not displayed due to cache. when I refreshed the web.config file by modified and save it. it works fine. I need to create the schedule task which refresh the config file on week days.
