How to make the controls "behind" the others respond to mouse event in WPF??

I have a StackPanel covers on others controls, so when mouse moves or clicks on the "upper" StackPanel, the controls "behind" will not respond.
Is there any way to transform the moue event to the panel below and make the controls below responsible?? (Of course, I have to keep the upper StackPanel)
