How to host my web application in dynamic public ip address

Is it possible to host my web application in dynamic ip address over the internet?if yes means how? I have one dedicated windows server. i know, host my web application over the internet is possible on dedicated server. the same thing will do on client side that is dynamic ip address if is not possible means please suggest me how to run web application from client system via dedicated server or how to get sql connection. because sql database having client system only
