How to get wallet funded and be used to make transactions

Question

I want to know how to create a wallet on a site that can enable funding through master card or any gateways. It will also be used to create transaction on the website.For example,betting site gets account funded in a user personal account and teh user still uses the funded wallet to bet on the site

 

 

Anysuggestion on how to do this will be greatly appreciated.
