How to fill LOV

Question

Hi all,

    Can give me Code for filling ListOfValues (LOV) in a Popup window.. When user clicks for help button... but it should not fill data in the popup with every time means this popup window will not get re-filled again and again b'coz this pop up window contains some 1000 records. Until unless the main page is refreshed this lov should  re-freshed.
