how to do hue effect on a DirectDraw surface?

How do we apply the hue effect on a primary surface? There are sources that say use DDColorControl but how so we use it? Furthermore, how do we apply the hue effect on other surfaces rather than on the primary surface? Finally, how to fade out a surface? By gamma? By color control or by palette?
