How to display a timeless logo on the screen

Hello, First excuse my english that is really not perfect :'( I would like to make an application that would display a pixel, an image / a logo on the screen in a timeless way. By exemple, this application, once started, would display a small image in a corner, and whatever the user is doing (playing with a OpenGL or DirectX game, working with Word, ...), the logo would stay there. In addition to this, is it possible to "configure" the showing delay of this logo, by exemple if I'd like to show it only 1/2 second on the screen ? I really don't know how to do this, wether to use GDI, Forms or a virtual graphic driver (?!?). I'm a bit confused :) Thanks for your help !

which version of DirectX is supported by the .Net compact framework 2.0(i.e windows CE 5.0).
