How to determine if a form is fully loaded.

I'm working on this software application in vb.net: I'm using a splash screen to show the user that forms are being loaded into their application. Currently I'm using a progress bar to show this, but I'm incrementing the progress bar by increasing the value of the progress bar. I want to increase the progress bar, by setting up function that will determine when the form is fully loaded and sends back a notice that form is fully loaded. After I recevie this message, then I'll manully increment the progress bar based on the fact the form is fully loaded. Can someone help. Respond or send me a email at
